"Far up among the mountains in upper Norrland, our tribe has lived since time "
"immemorial. However, according to tales of old, we Lapps were not always "
"relegated to make our living among bare mountain tops, and remains from "
"ancient times show that the Lapps occupied spacious pastures under favorable "
"conditions. Over the centuries, however, the Lapps had to give way to the "
"farming Germanic race. Peaceful, calm, contained and always satisfied with "
"his lot, the Lapp has without protest himself left what he thought belonged "
"to him and inch by inch the Swedish settlers have taken over the grazing "
"land used by the Lapp. They have therefore received the name \"nomadic\", "
"i.e. constantly wandering, but may not the fact that the weaker always had "
"to give way to the stronger be the reason for this need to wander. That the "
"Lapp has conditions for settling down when he has earned his livelihood, the "
"experiences of the last decades testify to that with sufficient clarity. It "
"is an injustice if one see something of gypsy life in the forced retreat of "
"the Lappish population. Our people would like to become permanent residents "
"if they were given the right to do so, but they have always lived in an "
"exceptional position, or in other words — they have been placed outside the "
"law, outside the limits of general rights."
