28 which cover the problems with todays copyright law and how it stifles
29 creativity, one idea occurred to me. The idea is to get the tax
30 office to help make more works enter the public domain and also help
31 make it easier to clear rights for using copyrighted works.
</p>
33 <p>I mentioned this idea briefly during Yesterdays
34 <a href=
"http://www.farmann.no/2012/11/14/john-perry-barlow-in-oslo-friday-nov-16
35 -15-30-19-00/">presentation
36 by John Perry Barlow
</a>, and concluded that it was best to put it
37 in writing for a wider audience. The idea is not really based on the
38 argument that copyrighted works are "intellectual property", as the
39 core requirement is that copyrighted work have value for the copyright
40 holder and the tax office like to collect their share from any value
41 controlled by the citizens in a country. I'm sharing the idea here to
42 let others consider it and perhaps shoot it down with a fresh set of
45 <p>Most valuables are taxed by the government. At least here in
46 Norway, the amount of money you have, the value of our land property,
47 the value of your house, the value of your car, the value of our
48 stocks and other valuables are all added together. If the tax value
49 of these values exceed your debt, you have to pay the tax office some
50 taxes for these values. And copyrighted work have value. It have
51 value for the rights holder, who can earn money selling access to the
52 work. But it is not included in the tax calculations? Why not?
</p>
54 <p>If the government want to tax copyrighted works, it would want to
55 maintain a database of all the copyrighted works and who are the
56 rights holders for a given works, to be able to associate the works
57 value to the right citizen or company for tax purposes. If such
58 database exist, it will become a lot easier to find out who to talk to
59 for clearing permissions to use a copyrighted work, which is a very
60 hard operation with todays copyright law. To ensure that copyright
61 holders keep the database up-to-date, it would have to become a
62 requirement to be able to collect money for granting access to
63 copyrighted works that the work is listed in the database with the
64 correct right holder.
</p>
66 <p>If copyright causes copyright holders to have to pay more taxes,
67 they will have a small incentive to "disown" their copyright, and let
68 the work enter the public domain. For works with several right holders
69 one of the right holders could state (and get it registered in the
70 database) that she do not need to be consulted when clearing rights to
71 use the work in question and thus will not get any income from that
72 work. Stating this would have to be impossible to revert and stop the
73 tax office from adding the value of that work to the given citizens
74 tax calculation. I assume the copyright law would stay the same,
75 allowing creators to pick a license of their choosing, and also
76 allowing them to put their work directly in the public domain. The
77 existence of such database will make it even easier to clear rights,
78 and if the right holders listed in the database is taxed, this system
79 would increase the amount of works that enter the public domain.
</p>
81 <p>The effect would be that the tax office help to make it easier to
82 get rights to use the works that have not yet entered the public
83 domain and help to get more work into the public domain and .
</p>
85 <p>Why have such taxing not happened yet? I am sure the tax office
86 would like to tax copyrighted work values if they could.

212 <p><strong>Who are you, and how do you spend your days?</strong></p>
214 <p>I am a 39-year-old woman living in the very north of Germany near
215 Denmark. I live in a patchwork family with "my man" Mike Gabriel, my
216 two daughters, Mikes daughter and Mikes and my rather newborn son.
218 <p>At the moment - because of our little baby - I am spending most of
219 the day by being a caring and organising mom for all the kids.
220 Besides that I am really involved into and occupied with several inner
221 growth processes: New born souls always bring the whole familiar
222 system into movement and that needs time and focus ;-). We are also
223 in the middle of buying a house and moving to it.
</p>

2013 I will work again in my job in a German foundation for
226 nature conservation. I am doing public relation work there. Besides
227 that - and that is the connection to Skolelinux / Debian Edu - I am
228 working in our own school project "IT-Zukunft Schule" in North
229 Germany. I am responsible for the quality assurance, the customer
230 relationship management and the communication processes in the

2001 I constantly have been training myself in communication
234 and leadership. Besides that I am a forester, a landscaping gardener
235 and a yoga teacher.

237 <p><strong>How did you get in contact with the Skolelinux / Debian Edu
238 project?
</strong></p>
240 <p>I fell in love with Mike ;-).
</p>
242 <p>Very soon after getting to know him I was completely enrolled into
243 Free Software. At this time Mike did IT-services for one newly
244 founded school in Kiel. Other schools in Kiel needed concepts for
245 their IT environment. Often when Mike came home from working at the
246 newly founded school I found myself listening to his complaints about
247 several points where the communication with the schools head or the
248 teachers did not work. So we were clear that he would not work for
249 one more school if we did not set up a structure for communication
250 between him, the schools head, the teachers, the students and the
253 <p>Together with our friend and hardware supplier Andreas Buchholz we
254 started to get an overview of free software solutions suitable for
255 schools. One day before Christmas
2010 Mike and I had a date with Kurt
256 Gramlich in Gütersloh. As Kurt and I are really interested in building
257 networks of people and in being in communication we dived into
258 Skolelinux and brought it to the first grammar schools in Northern

265 <p><strong>What do you see as the advantages of Skolelinux / Debian
268 <p>First I have to say: I cannot answer this question technically. My
269 answer comes rather from a social point of view.

271 <p>The biggest advantage of Skolelinux / Debian Edu I see is the large
272 and strong international community of Debian Developers in the
273 background which is very alive and connected over mailinglists, blogs
274 and meetings. My constant feeling for the Debian Community is: If
275 something does not work they will somehow fix it. All is well
276 ;-). This is of course a user experience. What I also get as a big
277 advantage of Skolelinux / Debian Edu is that everybody who uses it and
278 works with it can also contribute to it - that includes students,
279 teachers, parents...
</p>
281 <p><strong>What do you see as the disadvantages of Skolelinux / Debian
284 <p>I will answer this question relating to the internal structure of
285 Skolelinux / Debian Edu.
</p>
287 <p>What I see as a major disadvantage is that there is a gap between
288 the group of developers for Debian Edu and the people who make the
289 marketing, that means the people that bring Skolelinux to the
290 schools. There is a lack of communication between these two groups and
291 I think that does not really work for Skolelinux / Debian Edu.
</p>
293 <p>Further I appreciate that Skolelinux / Debian Edu is known as a
294 do-ocracy. Nevertheless I keep asking myself if at some points a
295 democracy or some kind of hierarchical project structure would be good
296 and helpful. I am also missing some kind of contact between the
297 Skolelinux / Debian Edu communities in Europe or on an international
298 level. I think it would be good if there was more sharing between the
299 different countries using Skolelinux / Debian Edu.
</p>
301 <p><strong>Which free software do you use daily?
</strong></p>
303 <p>On my laptop I am still using an Ubuntu
10.04 with a Gnome Desktop
304 on. As applications I use Openoffice.org, Gedit, Firefox, Pidgin,
305 LaTeX and GnuCash. For mails I am using Horde. And I am really fond of
306 my N900 running with Maemo.
</p>
308 <p><strong>Which strategy do you believe is the right one to use to
309 get schools to use free software?
</strong></p>
311 <p>I am really convinced that in our school project "IT-Zukunft
312 Schule" we have developed (and keep developing) a great way to get
313 schools to use Free Software. We have written a detailed concept for
314 that so I cannot explain the whole thing here. But in a nutshell the
315 strategy has three crucial pillars:
</p>
319 <li>We really take time to get what sort of stories, questions and
320 concerns the schools head and the teachers have about using different
321 kinds of IT and we take time to enrol them into Free Software.
</li>
323 <li>Our solution for schools is never just technical. In the centre
324 are always the people who are going to use the software. From the very
325 beginning of the planning for a school, we tell the schools head that
326 they are paying us not only for a technical solution for their school,
327 they also pay us for leading all the communication processes
328 needed. If they do not want that, we are not working with them because
329 we cannot give a guarantee for the quality of our work then.
</li>
331 <li>Another focus lies in the training of teachers and students in
332 co-administrating the IT-System at their school. They start getting in
333 contact with the Skolelinux / Debian Edu community and they get the
334 offer to become more and more independent from us.

481 vi i NUUG likte tanken på «Youtube på TV», der enhver borger kunne få
482 mulighet til å kringkaste sin video på TV, og NUUG ble medlem i
483 Frikanalen for å støtte dette arbeidet. Frikanalen er borger-TV, der
484 alle kan være sin egen redaktør og lage TV uten solid finansielle
485 muskler. Siden den gang har vi bistått kanalen på ulikt vis, blant
486 annet med å hjelpe til med å utvikle en løsning basert på fri
487 programvare for drift av TV-kanalen. Dette utviklingsarbeidet pågår
488 fortsatt, men det er god fremgang og godt håp om å få på plass en
489 webbasert løsning for styring av TV-kanalen basert på fri programvare.
490 Dagens produksjonsløsning er basert på Windows og proprietær
491 programvare, et resultat av at kulturdepartementet krevde at
492 Frikanalen kom på lufta veldig raskt da departementet overtalte
493 Frivillighet Norge til å snappe opp konseptet. Dagens
494 produksjonsløsning er dyr i drift, og en fri programvareløsning bør
495 kutte kostnadene litt. Men det er fortsatt dyrt å kjøpe tilgang til å
496 sende ut på RiksTV og andre TV-distributører, noe som spiser av
497 kanalens begrensede midler.

499 <p>Nytt for
2013 er dessverre at kulturdepartementet kutter all støtte
500 til Frikanalen. Mens det i

541 <p>Fundamentet for Frikanalen ble lagt da Stortinget vedtok

549 Et annet flertall, alle unntatt medlemmene fra Fremskrittspartiet, vil
550 også peke på at man ut fra ønsket om en bredt anlagt offentlig debatt,
551 må se på den faktiske tilgjengelighet allmennheten har til
552 TV-mediet. I mange land har man ønsket å sikre denne tilgangen gjennom
553 egen lovgivning som forplikter allmennkringkastere eller distributører
554 å holde av en del av sendekapasiteten til livssynskanaler, ideelle
555 organisasjoner og lignende. I Norden betegnes dette gjerne som åpne
556 kanaler. Dette flertallet mener dette er et interessant område sett i
557 et ytringsfrihetsperspektiv. Dette flertallet mener derfor at staten
558 bør legge til rette for dette når man ved innføring av nye
559 distribusjonskanaler skal utarbeide regelverk og gi konsesjoner.

609 standardised messages to this list when a outage was planned or when
610 it already occurred, to announce the plan and get feedback on the
