  32         <p>While working on a
  33 <a href="https://github.com/petterreinholdtsen/free-culture-lessig">Norwegian
  34 translation of the Free Culture by Lawrence Lessig</a> (76% done),
  35 which cover the problems with todays copyright law and how it stifles
  36 creativity, one idea occurred to me.  The idea is to get the tax
  37 office to help make more works enter the public domain and also help
  38 make it easier to clear rights for using copyrighted works.</p>

  40 <p>I mentioned this idea briefly during Yesterdays
  41 <a href="http://www.farmann.no/2012/11/14/john-perry-barlow-in-oslo-friday-nov-16
  42 -15-30-19-00/">presentation
  43 by John Perry Barlow</a>, and concluded that it was best to put it
  44 in writing for a wider audience.  The idea is not really based on the
  45 argument that copyrighted works are "intellectual property", as the
  46 core requirement is that copyrighted work have value for the copyright
  47 holder and the tax office like to collect their share from any value
  48 controlled by the citizens in a country.  I'm sharing the idea here to
  49 let others consider it and perhaps shoot it down with a fresh set of
  50 arguments.</p>

  52 <p>Most valuables are taxed by the government.  At least here in
  53 Norway, the amount of money you have, the value of our land property,
  54 the value of your house, the value of your car, the value of our
  55 stocks and other valuables are all added together.  If the tax value
  56 of these values exceed your debt, you have to pay the tax office some
  57 taxes for these values.  And copyrighted work have value.  It have
  58 value for the rights holder, who can earn money selling access to the
  59 work.  But it is not included in the tax calculations?  Why not?</p>

  61 <p>If the government want to tax copyrighted works, it would want to
  62 maintain a database of all the copyrighted works and who are the
  63 rights holders for a given works, to be able to associate the works
  64 value to the right citizen or company for tax purposes.  If such
  65 database exist, it will become a lot easier to find out who to talk to
  66 for clearing permissions to use a copyrighted work, which is a very
  67 hard operation with todays copyright law.  To ensure that copyright
  68 holders keep the database up-to-date, it would have to become a
  69 requirement to be able to collect money for granting access to
  70 copyrighted works that the work is listed in the database with the
  71 correct right holder.</p>

  73 <p>If copyright causes copyright holders to have to pay more taxes,
  74 they will have a small incentive to "disown" their copyright, and let
  75 the work enter the public domain. For works with several right holders
  76 one of the right holders could state (and get it registered in the
  77 database) that she do not need to be consulted when clearing rights to
  78 use the work in question and thus will not get any income from that
  79 work.  Stating this would have to be impossible to revert and stop the
  80 tax office from adding the value of that work to the given citizens
  81 tax calculation.  I assume the copyright law would stay the same,
  82 allowing creators to pick a license of their choosing, and also
  83 allowing them to put their work directly in the public domain.  The
  84 existence of such database will make it even easier to clear rights,
  85 and if the right holders listed in the database is taxed, this system
  86 would increase the amount of works that enter the public domain.</p>

  88 <p>The effect would be that the tax office help to make it easier to
  89 get rights to use the works that have not yet entered the public
  90 domain and help to get more work into the public domain and .</p>

  92 <p>Why have such taxing not happened yet?  I am sure the tax office

 115 <a href="http://www.fad.dep.no/">Fornyingsdepartementet</a> at de har
 116 inngått kontrakt med BankID Norge om bruk av BankID for å la borgerne
 117 logge inn på offentlige nettsider der en kan få tilgang til
 118 personsensitiv informasjon.  Jeg skrev i 2009 litt om
 119 <a href="http://people.skolelinux.org/pere/blog/Jeg_vil_ikke_ha_BankID.html">hvorfor
 120 jeg ikke vil ha BankID</a> &mdash; jeg stoler ikke nok på en bank til
 121 å gi dem mulighet til å inngå avtaler på mine vegne.  Jeg forlanger at
 122 jeg skal være involvert når det skal inngås avtaler på mine vegne.</p>

 124 <p>Jeg har derfor valgt å bruke
 125 <a href="http://www.skandibanken.no/">Skandiabanken</a> (det er flere
 126 banker som ikke krever BankID, se
 127 <a href="http://no.wikipedia.org/wiki/BankID">Wikipedia for en
 128 liste</a>) på grunn av at de ikke tvinger sine kunder til å bruke
 129 BankID.  I motsetning til Postbanken, som løy til meg i 2009 da
 130 kundestøtten der sa at det var blitt et krav fra Kreditttilsynet og
 131 BBS om at norske banker måtte innføre BankID, har ikke Skandiabanken
 132 forsøkt å tvinge meg til å ta i bruk BankID.  Jeg fikk nylig endelig
 133 spurt Finanstilsynet (de har byttet navn siden 2009), og fikk beskjed
 134 fra Frank Robert Berg hos Finanstilsynet i epost 2012-09-17 at
 135 Finanstilsynet ikke har fremsatt slike krav.  Med andre ord snakket
 136 ikke Postbankens kundestøtte sant i 2009.</p>

 144 viktigere enn noen gang å få reservert seg mot BankID.  Det holder

 223 community.  I am running short on people willing to be interviewed, so

 227 "<a href="http://wiki.it-zukunft-schule.de/">IT-Zukunft Schule</a>"

 231 <p><strong>Who are you, and how do you spend your days?</strong></p>

 233 <p>I am a 39-year-old woman living in the very north of Germany near
 234 Denmark. I live in a patchwork family with "my man" Mike Gabriel, my
 235 two daughters, Mikes daughter and Mikes and my rather newborn son.

 237 <p>At the moment - because of our little baby - I am spending most of
 238 the day by being a caring and organising mom for all the kids.
 239 Besides that I am really involved into and occupied with several inner
 240 growth processes: New born souls always bring the whole familiar
 241 system into movement and that needs time and focus ;-).  We are also
 242 in the middle of buying a house and moving to it.</p>

 244 <p>In 2013 I will work again in my job in a German foundation for
 245 nature conservation. I am doing public relation work there.  Besides
 246 that - and that is the connection to Skolelinux / Debian Edu - I am
 247 working in our own school project "IT-Zukunft Schule" in North
 248 Germany. I am responsible for the quality assurance, the customer
 249 relationship management and the communication processes in the
 250 project.</p>

 252 <p>Since 2001 I constantly have been training myself in communication
 253 and leadership. Besides that I am a forester, a landscaping gardener
 254 and a yoga teacher.</p>

 256 <p><strong>How did you get in contact with the Skolelinux / Debian Edu
 257 project?</strong></p>

 259 <p>I fell in love with Mike ;-).</p>

 261 <p>Very soon after getting to know him I was completely enrolled into
 262 Free Software.  At this time Mike did IT-services for one newly
 263 founded school in Kiel. Other schools in Kiel needed concepts for
 264 their IT environment.  Often when Mike came home from working at the
 265 newly founded school I found myself listening to his complaints about
 266 several points where the communication with the schools head or the
 267 teachers did not work.  So we were clear that he would not work for
 268 one more school if we did not set up a structure for communication
 269 between him, the schools head, the teachers, the students and the
 270 parents.</p>

 272 <p>Together with our friend and hardware supplier Andreas Buchholz we
 273 started to get an overview of free software solutions suitable for
 274 schools. One day before Christmas 2010 Mike and I had a date with Kurt
 275 Gramlich in Gütersloh. As Kurt and I are really interested in building
 276 networks of people and in being in communication we dived into
 277 Skolelinux and brought it to the first grammar schools in Northern
 278 Germany.</p>

 284 <p><strong>What do you see as the advantages of Skolelinux / Debian
 285 Edu?</strong></p>

 287 <p>First I have to say: I cannot answer this question technically. My
 288 answer comes rather from a social point of view.</p>

 290 <p>The biggest advantage of Skolelinux / Debian Edu I see is the large
 291 and strong international community of Debian Developers in the
 292 background which is very alive and connected over mailinglists, blogs
 293 and meetings. My constant feeling for the Debian Community is: If
 294 something does not work they will somehow fix it. All is well
 295 ;-). This is of course a user experience.  What I also get as a big
 296 advantage of Skolelinux / Debian Edu is that everybody who uses it and
 297 works with it can also contribute to it - that includes students,
 298 teachers, parents...</p>

 300 <p><strong>What do you see as the disadvantages of Skolelinux / Debian
 301 Edu?</strong></p>

 303 <p>I will answer this question relating to the internal structure of
 304 Skolelinux / Debian Edu.</p>

 306 <p>What I see as a major disadvantage is that there is a gap between
 307 the group of developers for Debian Edu and the people who make the
 308 marketing, that means the people that bring Skolelinux to the
 309 schools. There is a lack of communication between these two groups and
 310 I think that does not really work for Skolelinux / Debian Edu.</p>

 312 <p>Further I appreciate that Skolelinux / Debian Edu is known as a
 313 do-ocracy. Nevertheless I keep asking myself if at some points a
 314 democracy or some kind of hierarchical project structure would be good
 315 and helpful.  I am also missing some kind of contact between the
 316 Skolelinux / Debian Edu communities in Europe or on an international
 317 level. I think it would be good if there was more sharing between the
 318 different countries using Skolelinux / Debian Edu.</p>

 320 <p><strong>Which free software do you use daily?</strong></p>

 322 <p>On my laptop I am still using an Ubuntu 10.04 with a Gnome Desktop
 323 on.  As applications I use Openoffice.org, Gedit, Firefox, Pidgin,
 324 LaTeX and GnuCash. For mails I am using Horde. And I am really fond of
 325 my N900 running with Maemo.</p>

 327 <p><strong>Which strategy do you believe is the right one to use to
 328 get schools to use free software?</strong></p>

 330 <p>I am really convinced that in our school project "IT-Zukunft
 331 Schule" we have developed (and keep developing) a great way to get
 332 schools to use Free Software. We have written a detailed concept for
 333 that so I cannot explain the whole thing here. But in a nutshell the
 334 strategy has three crucial pillars:</p>

 338 <li>We really take time to get what sort of stories, questions and
 339 concerns the schools head and the teachers have about using different
 340 kinds of IT and we take time to enrol them into Free Software.</li>

 342 <li>Our solution for schools is never just technical. In the centre
 343 are always the people who are going to use the software. From the very
 344 beginning of the planning for a school, we tell the schools head that
 345 they are paying us not only for a technical solution for their school,
 346 they also pay us for leading all the communication processes
 347 needed. If they do not want that, we are not working with them because
 348 we cannot give a guarantee for the quality of our work then.</li>

 350 <li>Another focus lies in the training of teachers and students in
 351 co-administrating the IT-System at their school. They start getting in
 352 contact with the Skolelinux / Debian Edu community and they get the
 353 offer to become more and more independent from us.</li>

 411 på vidvanke, og en kan dermed ikke i god tro anta at fingeravtrykk kun

 478         <p>Slashdot just ran a story about the European Central Bank (ECB)

 480 a report (PDF)</a> about virtual currencies and
 481 <a href="http://www.bitcoin.org/">bitcoin</a>.  It is interesting to
 482 see how a member of the bitcoin community
 483 <a href="http://blog.bitinstant.com/blog/2012/10/30/the-ecb-report-on-bitcoin-and-virtual-currencies.html">receive
 484 the report</a>.  As for the future, I suspect the central banks and
 485 the governments will outlaw bitcoin if it gain any popularity, to avoid
 486 competition.  My thoughts go to the
 487 <a href="http://en.wikipedia.org/wiki/Wörgl">Wörgl experiment</a> with
 488 negative inflation on cash which was such a success that it was
 489 terminated by the Austrian National Bank in 1933.  A successful
 490 alternative would be a threat to the current money system and gain
 491 powerful forces to work against it.</p>

 493 <p>While checking out the current status of bitcoin, I also discovered
 494 that the community already seem to have
 495 <a href="http://www.theverge.com/2012/8/27/3271637/bitcoin-savings-trust-pyramid-scheme-shuts-down">experienced
 496 its first pyramid game / Ponzi scheme</a>.  Not very surprising, given
 497 how members of "small" communities tend to trust each other.  I guess
 498 enterprising crocks will try again and again, as they do anywhere
 499 wealth is available.</p>

 520         <p>I 2009 bidro vi i <a href="http://www.nuug.no/">NUUG</a> til at
 521 <a href="http://www.frikanalen.no/">Frikanalen</a> ble
 522 <a href="http://people.skolelinux.org/pere/blog/Frikanalen_og_jul_i_studentr_det.html">tilgjengelig
 523 i et fritt og åpent standardisert videoformat</a>.  Bakgrunnen var at
 524 vi i NUUG likte tanken på «Youtube på TV», der enhver borger kunne få
 525 mulighet til å kringkaste sin video på TV, og NUUG ble medlem i
 526 Frikanalen for å støtte dette arbeidet.  Frikanalen er borger-TV, der
 527 alle kan være sin egen redaktør og lage TV uten solid finansielle
 528 muskler.  Siden den gang har vi bistått kanalen på ulikt vis, blant
 529 annet med å hjelpe til med å utvikle en løsning basert på fri
 530 programvare for drift av TV-kanalen.  Dette utviklingsarbeidet pågår
 531 fortsatt, men det er god fremgang og godt håp om å få på plass en
 532 webbasert løsning for styring av TV-kanalen basert på fri programvare.
 533 Dagens produksjonsløsning er basert på Windows og proprietær
 534 programvare, et resultat av at kulturdepartementet krevde at
 535 Frikanalen kom på lufta veldig raskt da departementet overtalte
 536 Frivillighet Norge til å snappe opp konseptet.  Dagens
 537 produksjonsløsning er dyr i drift, og en fri programvareløsning bør
 538 kutte kostnadene litt.  Men det er fortsatt dyrt å kjøpe tilgang til å
 539 sende ut på RiksTV og andre TV-distributører, noe som spiser av
 540 kanalens begrensede midler.</p>

 542 <p>Nytt for 2013 er dessverre at kulturdepartementet kutter all støtte
 543 til Frikanalen.  Mens det i
 544 <a href="http://www.regjeringen.no/pages/35168579/PDFS/PRP201120120001KUDDDDPDFS.pdf">statsbudsjettet
 545 for 2012</a> sto følgende (side 55):</p>

 584 <p>Fundamentet for Frikanalen ble lagt da Stortinget vedtok
 585 innføringen av det digitale bakkenettet.  En oversikt over
