4 No promotion to a tenured position before significant scientific achievements
Due to the lack of senior faculty young researches, sometimes persons
without a Ph.D. or still working on their Ph.D., have been offered
tenured faculty positions with the full responsibility of such
position.
The Committee strongly believes that the current policy will hurt the
future potential of informatikk in Norway if it is not
rapidly corrected. Besides finding senior faculty, it may be necessary
to create and fund a special extended leave of absence for young
faculty so that they can concentrate on international level research
and finish they Ph.D. Here, as a rule, a stay at some other Norwegian
University, preferably even at a place outside of Norway, has to be
ensured. Immediate promotion of a Ph.D. graduate to a faculty position
inside of his own University should be an exception if not
disallowed.
